Bishop of the highest teaching authority (ex cathedra) speaks, that is, if he sway of his office as shepherd and teacher of all Christians in the highest, apostolic office force a final decision, a doctrine concerning faith or morals should be recorded by the whole Church, he has because of the divine assistance that is promised him in blessed Peter, that infallibility with which the divine Redeemer wished His Church have equipped when the decision in faith and moral teachings. These final decisions of the Roman pontiff are therefore unalterable and not by the support of the church.
